Technology as the name implies refers to a technology which is portable. Examples of mobile IT devices include laptops, netbook computers, tablets, smart phones, global positioning system (GPS) devices.
Laptop & computer
A laptop or laptop computer is a small portable personal computer with a clamshell form factor typically having a thin LCD or LED computer screen mounted on the inside of the upper lid.

While smartphones and tablets are getting more powerful every year, they still can’t match a traditional laptop or desktop computer in terms of performance

Smartphones and tablets can connect to Wi-Fi networks for Internet access. Also, smartphones can connect to a mobile data network; many tablets offer mobile data connectivity as well. Mobile data, however, comes at a premium and can be much more expensive than a standard broadband connection.

Some common limitations of a computer are inability to make decision, no IQ and inability to learn from past experience.
